SUPERVISION OF WORKS FOR THE UPGRADING OF THE PALACE OF JUSTICE

The objective of the project is to create the necessary and adequate working conditions for all judicial authorities in order to make them fully functional as well as to create adequate conditions for the users and parties in the processes.


Project description

The project forms part of a broader project “Upgrading of judiciary buildings and facilities” throughout the country which is an integral and critical part of Serbia’s extensive National Judiciary Reform Strategy and will assist in facilitating the country’s EU integration and association.

The aim of this assignment is to provide the required TA for Supervision Services of the Works in accordance with EU and Serbian standards.

The TA is performing construction supervision and monitoring and is acting as the 'Engineer' in FIDIC terms (PINK Fidic) to provide supervision services during the execution of the works contract up to issue of the Taking-Over Certificate.

The purpose of the design for reconstruction and adaptation of this building was the improvement and modernization of its functional, technical conditions and work standards; making all installations, systems and equipment improved for an efficient, safe and secure work. The new establishment will be a low energy structure, having complex security systems.


 ABOUT THE RECONSTRCUTION OF PALACE OF JUSTICE

The Building comprises app 32,000m² of total gross area and app 29,000m² of total net area. The building consists of three functional, physical and technological interconnected areas as follow: Unit A - basement, ground floor and 9 floors; Unit B - basement, ground floor and 3 floors; and Unit C – basement and ground floor.

 SERVICES

  • Administration of the contract;
  • Review the detailed engineering designs;
  • Supporting the Beneficiary in handing over and showing the construction site to the Contractor;
  • Approval of construction site organization plan;
  • Review and check the safety management plan;
  • Supporting the Beneficiary in provision of survey data to the Contractor;
  • Supervision of the work: civil engineering, geotechnical, finishing, mechanical engineering, electrical engineering, fixed furniture, technical installations and equipment etc;
  • Permanent presence on site performing quality control of materials and equipment;
  • Monitoring testing to ensure that material, works and equipment to be installed are in compliance with the specifications concerned;
  • Provide timely assistance to the contractor in all matters related to the interpretation of the contract documents;
  • Cooperation with building inspectorates and other relevant authorities, on behalf of PIU/MoJ;
  • All other remaining activities arising from the contract and regulations applicable to the project.
